A town hall meeting involving those hoping to serve as monitors of th stanley us e city s consent decree is being held Thursday.Residents are encouraged to attend and ask questions of the more than two dozen people who applied for positions on the task force, which is aimed at providing more civilian oversight of the Baltimore Police Department.The task force is part of the consent decree between the U.S. Department of Justice and the police department.
